That this is how the international economy works. Modernization means outdated positions are lost. Modern jobs typically require a smaller, more highly specialized work force. However, I would need to read the full study to offer any full comment; too much of the points in the extract are vague or illdefined. Huge spending on subsid. ies for green jobs is the right thing, however. Subsidies make it cheaper for buisnesses to invest in the country, thus attracting the jobs that come with it. Right now, the subsidies to job ratios will seem ridiculous because the companies are so young, and thus small. As green technology matures, these industries can offer a much larger job base for countries hosting the companies.
