Employee Benefits such as foreigner hospital care?

I understand that different employer will have different benefits for their employee. I have a work permit colleague hospitalise with suspected appendicitis... Was admitted to the hospital and need to have operation immediately but however due to the deposit or whatever fee imposed was not made her surgery was sort of delay. My colleague will need to provide doc from company to support her as she is Legally Employed or something like that. Company mentioned that she will be able to claim from work permit insurance it something like that. But the problem is if in the case that she won't be to pay upfront before the insurance claim approved, shld the company be responsible for her hospitalisation n surgery cost?
