Is providing energy to the world though perpetual motion even possible?

It's a very interesting concept however the only problem with it is that the magnets would all try to attract or repel each other equally. That is to say that magnet 1 would exert a force on magnet 2, and simultaneously magnet 2 would exert a force on magnet 1 with equal magnitude in the opposite direction. All the force would unfortunately be ped onto the rig as a torque on the arms keeping them in place and would therefore not produce any motion. I hope this answer helped
